The primary production exemption for land tax has been made more complex by a number of contemporary issues, including the impact of zoning changes, and mixed-use farming land. This session considers whether and how these scenarios impact on the availability of the primary production exemption and in particular:

  • The impact of zoning changes
    • Does the size of proposed development affect the availability of the primary production exemption during zoning application stage?
    • How much development can take place before the exemption ceases to be available?
  • Mixed use of primary production land:
    • What is the impact of uses such as grazing, licensing for use as wind farm, or carrying on a farm-stay business?
    • What is the dominant use where the farmer grows a crop but converts into related products (e.g. orange juice or wine) rather than for sale?
