Stephen is a director of Page Provan, family and fertility lawyers in Brisbane. He was admitted in 1987 and has been an accredited family law specialist since 1996. Stephen was an independent children’s lawyer between 2007 and 2023.

Stephen is a Fellow of the International Academy of Family Lawyers and of the Academy of Adoption and Assisted Reproduction Attorneys. He is an international representative on the ART Committee of the American Bar Association. He is the Secretary of the Fertility Society of Australia and New Zealand.

For many years, Stephen served on the committees of domestic violence organisations, including co-founding a domestic violence service.

Stephen has presented at many conferences throughout Australia and internationally. He is the author of many articles, two chapters and two books: When Not If: Surrogacy for Australians (2022) and International Assisted Reproductive Technology (2024).

Among other awards, Stephen has received the inaugural Pride in Law Award (2020) and the Queensland Law Society President's Medal (2023).
